Metro is seeking a Recruiting & Employee Development Manager to supervise human resource services with specific responsibility of providing information to HR staff and other employees regarding policies and regulations; oversee recruitment and the maintenance records, files and databases of personnel actions and evaluations; address Employer of Choice strategic initiatives; and assist the VP of HR in ensuring that personnel functions conform to all applicable regulatory requirements.

Job Duties:

  • Assist in the development of strategies to meet or exceed organizational and department performance goals and objectives          
  • Administer various human resources plans and procedures for all company personnel; assist in development and implementation of personnel policies and procedures; prepare and maintain employee handbook and policies and procedures manual.
  • Oversee the interview and/or employment process for manager, professional, and clerical positions.   Counsel and coach department heads on employee issues.
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.
  • Coordinate and oversee the performance evaluation system and revise as necessary.
  • Supervise the work objectives and activities of subordinates involving recruitment/selection program, employer branding and employee development.
  • Oversee the continued development of all Human Resources employees to keep them abreast of new technologies; oversee and direct the development of Human Resources Management employees' skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards.
  • Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff. Lead resource for input and maintenance of the HR intranet. Maintain currency in the principles and practices of human resources.
  • Ability to work in compliance with Metro's safety and securitypolicies.
  • Oversee maintenance of job descriptions, policies/procedures, employee handbooks andorganizationalchart.  Manage EEO-1 reporting every 2 years; maintains other records, reports, and logs to conform to EEO  regulations.

  • Bachelor's Degree (four year college or university).
  • Five or more years related experience.
  • Proficient knowledge of Microsoft office, HRIS, web-based applications, internet and email. 
  • PHR/SPHR certification is helpful.
